前    言

Preface

       中國民營經濟國際合作商會創辦《中外民間交流》簡報，其目的是在全球抗擊新冠病毒的背景下，讓國外民間組織和廣大朋友通過這一窗口，更多地了解中國和全球抗擊疫情的一些動態，以及在抗擊疫情中的專家觀點、經驗分享、衛生常識、企業合作和防護物資需求等相關信息，成為中外民間組織交流合作的一個平臺。簡報每周兩期，希望她能夠為大家帶來一些新信息、新情況、新渠道。愿我們通過交流成為好朋友、好伙伴！

       The purpose of "The Brief Report on non government exchanges between China and foreign countries",  which was compiled and printed by China International  Chamber of Commerce for the Private Sector, is to let foreign non-governmental organizations and friends know more about the trends of China and the world in the fight against the novel coronavirus  through this window, as well as experts' opinions, experience sharing, sense of common health care knowledge,  information on enterprise cooperation and demand for protective materials, to make it becoming a platform for exchanges and cooperation between Chinese and foreign non-governmental organization. We hope it can bring you some new information, new situation and new channels. May we become good friends and partners through exchanges!

       China’s COVID-19 epidemic map

       4月27日，中國累計確診83912例，現存確診1140例。共有15個省無現存確診病例，昨日新增3例，2例為境外輸入。
       By 27th April, the number of total confirmed cases is 83,912, while existing cases is 1140. No existing case in 15 of 34 provinces. 2 of 3 new case were imported cases during last 24h.

       4月27日，全球確診2971639例，死亡206542例。
       By 27th April, global total confirmed increased to 2,971,639 cases. Global total deaths increased to 206,542.

       Global COVID-19 epidemic situation

      （1）全球確診病例突破290萬，死亡人數突破20萬。
       The number of COVID-19 cases surpassed 2,900,000 globally and more than 200,000 people have lost their lives.
      （2）世衛組織4月26日表示，并無證據證實新冠肺炎痊愈者可抵御病毒的二次侵襲。
       The WHO opposes such "passports" because recovery from the virus might not protect a person from reinfection.
       "There is currently no evidence that people who have recovered from COVID-19 and have antibodies are protected from a second infection," the health body said in a statement on 26th April.
      （3）意大利27日宣布，5月4日起，加工業、建筑業、批發業、零售業、餐飲業等行業分批復工。
       Italian Prime Minister Giuseppe Conte said Sunday that beginning on May 4th, the manufacturing, construction, and wholesale sectors can go back to work. They will be followed by retailers, museums, galleries, and libraries on May 18th and by bars, restaurants, hairdressers and beauty salons on June 1st.

       Chinese Economic Development

      （1）雖然疫情對經濟影響嚴重，但中國有信心在今年年底完成所有農村人口全部脫貧的目標。
       The COVID-19 pandemic will not compromise China's goal to lift all its rural population out of poverty by the end of this year, officials and experts said, with the country scaling up its response measures in job creation and helping with sales of agricultural products.
      （2）4月26日，中國宣布將中小企業的稅務減免延長一年。
       China announced Sunday to extend tax exemptions by an additional four years to further improve the inclusive finance service for smaller businesses.
      （3）2019年，中國共有14個城市人均GDP超2萬美元，前三分別為深圳、無錫和蘇州。
       The per capita GDP of 14 cities in China reached $20,000 in 2019, with Shenzhen, Wuxi and Suzhou taking the top three spots, according to 21st Century Business Herald.

       World Economic Trends

      （1）一項調查顯示，盡管新型冠狀病毒疫情嚴重擾亂了經濟活動，并打擊了現金流，但多數美國企業預計在沒有政府援助的情況下，仍能撐過六個月以上。
       A majority of U.S. companies expect to stay afloat for more than six months without government assistance, according to a survey on Monday, even though the novel coronavirus outbreak has severely disrupted economic activity and hit cash flow.
      （2）安聯集團（Allianz）旗下貿易信用保險公司—裕利安宜（Euler Hermes）發表報告預期，各國對疫情防控及相關政策措施，將拖累今年全球GDP倒退3.3%，損失相當于9萬億美元或2009年全球金融危機時的一倍。
       Euler Hermes, a trade credit insurance company owned by Allianz Group said in a report that countries' efforts to prevent and control the epidemic and related policy measures will drag down global GDP by 3.3% this year, equivalent to a loss of 9 trillion US dollars or twice as much as during the global financial crisis in 2009.

       4月26日，央行要求各銀行通過債券和股票市場進行直接融資以替代部分銀行貸款。
       Direct financing through bond and stock markets should replace a part of banks' lending, a measure that can constrain the rising debt and support the recovery of business activities amid the coronavirus outbreak, China's central bank governor said on 26th April.

       英國諾里奇大學約翰英納斯中心的醫學專家桑德斯稱，沒有任何證據證明病毒來自于實驗室。世界各國應聯合起來抗擊疫情。
       Scientists and economists in Europe have called for respecting science and joint efforts in the worldwide fight against COVID-19, rather than spreading conspiracy theories. "I have seen no evidence for the allegation that this was some virus that escaped from a lab," said Dale Sanders, director of the John Innes Center, whose research focuses on plant and microbial science.

       China private enterprises are taking action!

       4月24日，中國建筑工程集團向阿爾及利亞捐贈了55萬只醫用口罩、2千只護目鏡以及10部呼吸機。
In Algeria, a plane laden with 550,000 surgical masks, 2,000 protective gowns and 10 ventilators landed in the capital Algiers on 24th April. Donated by China State Construction Engineering Corp, the supplies have provided timely help for the country.

       1月1日
       ・國家衛健委成立領導小組對流行病進行緊急應對措施并每日召開發布會。
       Jan. 1
       ・ The NHC set up a leading group to determine the emergency response to the epidemic. The group convened meetings on a daily basis since then.

       1月2日
       ・中國疾病預防控制中心和中國醫學科學院接收了湖北省首批4名患者的樣本并開始病原體鑒定。
       ・國家衛健委提出了一套關于早期發現、早期診斷和早期檢疫不明原因病毒性肺炎的控制方案。
       Jan. 2
       ・ The Chinese Center for Disease Control and Prevention (China CDC) and the Chinese Academy of Medical Sciences (CAMS) received the first batch of samples of four patients from Hubei Province and began pathogen identification.
       ・ The NHC came up with a set of guidelines on early discovery, early diagnosis and early quarantine for the prevention and control of the viral pneumonia of unknown cause.

       1月3日
       ・從1月3日開始，中國已經向世衛組織、有關國家和地區定期通報肺炎爆發情況。
       ・中國開始向美國定期通報肺炎的爆發情況和應對措施。
       ・武漢市衛生委更新在其網站上介紹未知病毒性肺炎的情況病因，報告不明原因病毒性肺炎44例。
       ・國家衛健委組織了中國疾控中心和其他三個機構對樣品進行病原體鑒定的平行實驗室測試。
       ・國家衛健委和湖北省衛健委聯合制定了9份有關疫情的文件，其中包括一項未知原因病毒性肺炎的試驗診治指南。
       Jan. 3
       ・ Starting Jan. 3, China has been regularly informing the WHO, relevant countries and regions and China's Hong Kong, Macao and Taiwan about the pneumonia outbreak.
       ・ China began to inform the United States of the pneumonia outbreak and response measures on a regular basis.
       ・ The Wuhan Municipal Health Commission updated briefing on its website about the situation of viral pneumonia of unknown cause, reporting a total of 44 cases of viral pneumonia of unknown cause.
       ・ The NHC organized the China CDC and three other institutions to carry out parallel laboratory testing of the samples for pathogen identification.
       ・ The NHC and the Health Commission of Hubei Province jointly worked out nine documents on the outbreak, including a trial version of guidelines on the diagnosis and treatment of viral pneumonia of unknown cause.

       1月4日
       ・國家衛健委和湖北省相關衛生部門出臺不明原因病毒性肺炎治療手冊，為武漢市所有醫療機構提供培訓。
       ・中國疾控中心負責人與美國疾控中心主任互通電話，通報關于肺炎爆發的情況。雙方同意密切聯系，信息共享和技術合作。
       Jan. 4
       ・ The NHC and relevant health departments in Hubei Province issued a treatment manual for viral pneumonia of unknown cause to all medical institutions in Wuhan City, and provided citywide training.
       ・ Head of the China CDC talked over phone with director of the U.S.CDC about the pneumonia outbreak. The two sides agreed to keep in close contact for information sharing and technological cooperation.

       1月5日
       ・武漢市衛健委更新不明原因病毒性肺炎情況簡報，報告共59例。實驗室檢測結果排除了呼吸道病原體，如流感、禽流感、腺病毒、嚴重急性呼吸系統綜合征冠狀病毒和中東呼吸綜合征冠狀病毒癥狀。
       ・中國向世衛組織通報了疫情最新情況。
        ·  世衛組織發布了關于武漢市不明原因肺炎簡報。
       Jan. 5
       ・ The Wuhan Municipal Health Commission updated briefing on the situation of viral pneumonia of unknown cause, reporting a total of 59 cases. Laboratory test results ruled out respiratory pathogens, such as influenza, avian influenza, adenovirus, the Severe Acute Respiratory Syndrome coronavirus, and Middle East Respiratory Syndrome coronavirus, as the cause.
       ・ China informed the WHO about the outbreak updates.
       ・ The WHO released its first briefing on cases of pneumonia of unknown cause in Wuhan.
