前  言
Preface

       中國民營經濟國際合作商會編印創刊的《中外民間交流》簡報，其目的是在全球抗擊新冠病毒疫情的背景下，讓國外民間組織和廣大朋友通過這一窗口，更多地了解中國和全球抗擊疫情的一些動態，以及在抗擊疫情中的專家觀點、經驗分享、衛生常識、企業合作和防護物資需求等相關信息，成為中外民間組織交流合作的一個平臺。簡報每周兩期，希望她能夠為大家帶來一些新信息、新情況、新渠道。愿我們通過交流成為好朋友、好伙伴！

       The purpose of "The Brief Report on non government exchanges between China and foreign countries ", which was compiled and printed by China International  Chamber of Commerce for the Private Sector,  is to let foreign non-governmental organizations and friends know more about the trends of China and the world in the fight against the novel coronavirus  through this window, as well as experts' opinions, experience sharing, sense of common health care knowledge,  information on enterprise cooperation and demand for protective materials,  to make it  becoming a platform for exchanges and cooperation between Chinese and foreign non-governmental organization. We hope it can bring you some new information, new situation and new channels. May we become good friends and partners through exchanges!

       （1）3月10日，習近平赴武漢考察疫情防控工作。
       Xi Jinping, General Secretary of the CPC Central Committee, Chinese President, and Chairman of the Central Military Commission, inspected Wuhan of Hubei Province about the prevention and control of the epidemic on March 10th.
       （2）3月12日，國務院表示，我國疫情流行高峰基本過去。
       On the press conference of State Council held on March 12th, officer said that on the whole, the current round of epidemic peak had passed in China.
       （3）3月13日，中國除湖北外的工業企業平均開工率超過95%，企業人員平均復崗率約為80%；中小企業開工率已達60%左右。
       By March 13th, the average operating rate of industrial enterprises in China, except for Hubei province, had exceeded 95%, and the average rate of enterprise personnel returning to work had been about 80%. The operating rate of small and medium-sized enterprises had reached about 60%.
       （4）3月14日，習近平就新冠肺炎疫情分別向意大利、伊朗、韓國和歐盟領導人致慰問電。
       On March 14th, Xi Jinping, General Secretary of the CPC Central Committee, sent messages of sympathy to the leaders of Italy, Iran, South Korea and the European Union on the COVID-19 epidemic.
       （5）3月16日，中國人民銀行實施金融定向降準，釋放資金5千億人民幣。
       On March 16, the economic daily reported that the People’s Bank of China  released 500 billion RMB to the market on March 16, 2020.
       （6）今年前兩個月，中國金融機構人民幣貸款新增4.2萬億元。銀行業金融機構為抗擊疫情提供的信貸支持已經超過1.4萬億元。
       By the end of February, China banking and Insurance Regulatory Commission stated that at present, the credit support provided by banking financial institutions to fight the epidemic has exceeded 1.4 trillion RMB.
       （7）今年前兩個月，中國對東盟和“一帶一路”沿線國家進出口保持增長。
       By the end of February, General Administration of Customs reported that at the first two months of the year, Chinese imports and exports to ASEAN and countries along the Belt and Road maintained growth.

       （1）油價連續下跌，布倫特原油價格創下自1991年以來的最大單周跌幅，美國原油跌至2008年以來最差的一周，因對冠狀病毒爆發需求暴跌的恐慌情緒籠罩了市場。 
       Oil prices fell on Mar.13th for a third day, with Brent crude set for its biggest weekly drop since 1991 and U.S. crude heading for the worst week since 2008 as panic about plunging demand from the coronavirus outbreak grips the market.(Reuters)
       （2）北海布倫特原油期貨創海灣戰爭爆發以來最大周跌幅。
       Brent crude LCOc1 was down 67 cents, or 2%, at $32.55 a barrel by 0126 GMT after falling more than 7% on Thursday. For the last week, Brent was set to fall 28%, the biggest weekly decline since the week of Jan. 18, 1991, when it fell 29% at the outbreak of the first Gulf War.(Reuters)
       （3）華爾街日報稱，美國和全球各經濟體越來越有可能陷入衰退。
       Last week The Wall Street Journal published an article stating that the United States and global economies are increasingly likely to fall into recession.

       （1）3月11日，中國國家發展改革委發布通知，部署地方政府做好幫扶外資項目和外資企業復工復產等11項穩外資工作。
       On March 11th, the NDRC of China delivered an announcement to help foreign enterprises in China to recover their production and commercial activities.
       （2）3月13日，中國人力資源社會保障部印發通知，堅決防止企業違法裁員，嚴格執行《勞動合同法》等有關規定。
       On March 13th, the Ministry of Human Resources and Social Security of the People’s Republic of China announced that illegal firing is not allowed during the special period.

       （1）3月11日，向中央建議武漢封城的醫學家李蘭娟院士指出，在不出現大量國外輸入性病例的情況下，武漢的新增病例有望在三月底之前“清零”。
       On March 11th, Li lanjuan, Academician of Chinese Academy of Engineering and member of high level expert group of national health commission, said that no new confirmed case will be found in Wuhan by the end of March without foreign input.  
       （2）3月12日，傳染病預防首席專家鐘南山院士預測，在全球動員的情況下，疫情將在6月份結束。
       On March 12th, Zhong Nanshan, Academician of Chinese Academy of Engineering and leader of high level expert group of national health commission, estimated that the epidemic of COV-19 will slow down by the end of June under the effort of global mobilization.

       在我國疫情發生之初，我會高級顧問、法國前總理拉法蘭發來慰問視頻，他通過我會向中國人民致以友好問候！認為中國人民有能力經受考驗，相信在中國政府領導下，動員起來的中國人民必將釋放能力，戰勝疫情！亞太貿易協定工商會主席西里瓦博士也發來慰問視頻，他表示，作為亞太貿易協定工商會主席，我真誠祝愿中國政府、中國民營經濟國際合作商會及其附屬商會，還有那些受病毒影響的中國人民，快速恢復健康，經濟迅速復蘇。
       At the beginning of the outbreak of epidemic nCov-2019 in China, Jean-Pierre Raffarin, senior adviser of CICCPS and former French Prime Minister, sent a video of his best wish and expressed friendly greetings to Chinese people via CICCPS. He believed that Chinese people had ability to beat the epidemic under the leadership of Chinese government. Dr. Rohitha Silva, president of APTA CCI, also sent a video. He wished the government of China， CICCPS and its affiliated chambers and the people of China who were affected by the corona virus a speedy recovery in health and economy.

       China private enterprises are taking action!

       3月1日，中國復星集團調撥第一批發往日本的 3.6 萬件能夠進入醫院“紅區”的口罩、護目鏡，以及防護服、鞋套、手套等物資，支援日本抗擊疫情；并為意大利、法國、德國、英國等歐洲國家提供醫療物資援助。
       On 1st march, with the first batch of 36,000 protective medical supplies to Japan, Chinese enterprise Fosun officially started the second phase of its operations against the coronavirus by urgently deploying global resources to support the efforts of Japan, South Korea, Italy and other countries and regions against the epidemic. The first batch of 36,000 pieces of protective medical supplies sent to Japan included 3,000 masks that were cleared for use in the red zones of hospitals, 3,000 pairs of protective goggles that are permissible in the “red zone” of hospitals, 3,000 pieces of waterproof protective clothing, 2,000 pairs of shoe covers, 20,000 medical surgical masks and 5,000 medical gloves. These medical supplies were raised by Fosun from the United States, France, Israel and other places in the previous stage of its operation against the epidemic.

       飛機上的防護措施非常詳細、分享給需要的人[加油]
       Anti-virus Protection Suggestion during the Flight
       (Part 1)
       這次的肺炎病毒是呼吸道傳染疾病，換句話說,病毒飄在空氣中，無孔不入，但病毒不能穿過塑料和外科口罩類的無紡布，并且75%的酒精能有效的殺滅病毒。建議如下：
       This pneumonia virus is a respiratory infection. In other words, it’s in the air, everywhere, but it can not get through the plastic and non-woven fabric of surgical masks, and 75% alcohol is effective at killing it. The suggestions are as follows:  
       1.去機場前特殊準備以下物品，準備齊了集中裝在一個塑料袋里（不要裝在自己背包，一路上不要打開背包）隨時備用。 
       Before you go to airport, pack the following items together in a plastic bag (don’t put them in your backpack, and don’t open them on the way). 
       2.用200毫升左右的酒精分別浸透棉球和餐巾紙（你買一袋濕紙巾，只把濕紙巾的袋子口打開，把濕紙巾掏出來丟了，用餐巾紙浸滿酒精后又裝進去），然后分別裝在不漏氣的4個塑料袋里，就能過安檢。
       Soak the cotton balls and tissue paper respectively with about 200 ml of defrosting (you can use a bag of wet tissues, only open the mouth of the bag of wet tissues. Clean out the wet paper and throw it away, soak the alcohol with napkins and put it in). then put it in a airtight plastic bag to get through security. 
       3.帶20個以上的新的一次性外科口罩

       4.帶10-20雙一次性手套
       10-20 disposable gloves
       5.廚房用的保鮮袋30多個，如果你有一次性的塑料手套，就帶10多雙。
